Dr. Rashid Ahmed Mohammed Bin Fahad

Minister of Environment & Water, United Arab Emirates

In 2008, His Excellency/Dr. Rashid Ahmed Mohammed Bin Fahad was appointed as minister of UAE environment and water. He was born in 1964 in the emirate of Dubai. In addition to his ministerial position, he has been holding the position of chairman of Emirates Standards Authority since 2008. His Excellency/Dr. Rashid obtained Ph. D. in civil engineering (Environment hygiene) from the University of Strathclyde, Scotland (UK) in 2001. He also holds Masters Degree (Ms. Sc.) in Ecology from the UAE University-Al Ain, where he graduated in 1994. In addition, he holds bachelor degree (B. Sc.) in chemical engineering from North Eastern University, Boston-USA in, where he graduated in 1989.
In addition, His Excellency is also a member of Zayed International Award for Environment and board member of American Society for Testing and Materials (ASTM International).

H.E. Saeed Mohammed Al Tayer

Managing Director and CEO of Dubai Electricity & Water Authority; Vice Chairman of the Dubai Supreme Council of Energy; Chairman of the World Green Economy Summit

H.E. Saeed Mohammad Al Tayer is Dubai Electricity & Water Authority’s MD&CEO since 1991. He is also the Vice Chairman of Dubai’s Supreme Council of Energy since 2009, and he remarkably contributed to several initiatives and achievements, from Dubai Integrated Energy Strategy 2030 to the initiation of Sheikh Mohammed bin Rashid Solar Park of 1000 MW among many others.
Mr. Al Tayer has graduated from USA in 1984 and has more than 27 years of global experience in the fields of telecommunication, energy and water. He is a member of Government of Dubai’s Executive Council, Dubai’s Economic Council, Chairman of the Dubai Infrastructure Committee, Chairman of Empower, Chairman of Dubai Nuclear Committee, member of the Higher Committee of the Emirates National Grid, Vice Chairman of Dubal, Vice Chairman of Emal and Vice Chairman of Emirates Global Aluminum (EGA).
Mr. Al Tayer also chairs the Dubai Global Energy Forum, Emirates Energy Award and he is the Founder and Chairman of WETEX – Water, Energy, Technology and Environment Exhibition. He has led initiatives to host the World Energy Forum in Dubai, marking the annual World Energy Day on 22 October, and organizing the first World Green Economy Summit in the Middle East region among others.

DEWA delivers electricity to over 600,000 customers and water to more than 500,000 customers across the Emirate of Dubai.

The Dubai Supreme Council of Energy
The Dubai Supreme Council of Energy (DSCE) was formed in August 2009 under Law 19 of 2009, issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, and Ruler of Dubai. His Highness Sheikh Ahmed bin Saeed Al Maktoum was appointed as Chairman for the Council and His Excellency Saeed Mohammed Al Tayer, as Vice Chairman. The Council consists of the following members: the Director General of the Department of Petroleum Affairs, the President & Chief Executive Officer of Dubai Aluminium Company (DUBAL), the Chief Executive Officer of Emirates National Oil Company (ENOC) and one representative each from the Dubai Supply Authority (DUSUP), Dubai Petroleum Establishment (DPE), Dubai Municipality (DM) and Dubai Nuclear Energy Committee (DNEC). The Council has a Secretary General and an Advisory Committee from competent and specialized workforce. The new Governing body seeks to ensure that the Emirate’s growing economy will have sustainable energy while preserving the environment. The Authority is developing alternative and renewable energy sources for the Emirate, while increasing energy efficiency to reduce demand.

Ahmad Buti Al Muhairbi

Secretary General, Dubai Supreme Council of Energy (DCSE)

Ahmad Buti Al Muhairbi is the Secretary General of the Dubai Supreme Council of Energy (DCSE).
Al Muhairbi holds a BSc in Petroleum Engineering from the University of Texas. Prior to joining DCSE, he spent some 25 years in the oil and gas industry, working for ADNOC, ARCO Dubai, Margham Dubai Establishment, and Dubai Supply Authority. He is a Board Member of Dragon Oil Plc, and holds the Vice-Chairmanship of Dubai Regulatory & Supervisory Bureau for Electricity & Water.

H. E. Dr. Thani Ahmed Al-Zeyoudi

Permanent Representative of the UAE to IRENA, Director of Energy and Climate Change, UAE Ministry of Foreign Affairs

H. E. Dr. Thani Al-Zeyoudi is the Permanent Representative of the United Arab Emirates to the International Renewable Energy Agency “IRENA”. He acts as focal point for the UAE on issues relating to IRENA. Dr. Thani is also the Head of the Directorate of Energy and Climate Change “DECC” within the UAE’s Ministry of Foreign Affairs (MoFA), where he leads the team tasked with representing UAE interests internationally in energy and climate change issues as well as working as a catalyst to domestic partners to develop UAE policies in sustainability.
Prior to joining DECC, Dr. Al-Zeyoudi worked at Masdar, Abu Dhabi’s initiative advancing renewable energy technologies and solutions, where he was part of the Clean Development Mechanism and ZAKUM Field for Abu Dhabi Marine Oil Company.
Dr. Al- Zeyoudi holds a Bachelor’s degree in Petroleum Engineering from the Tulsa University, an MBA from New York Institute of Technology, MSc in Project Management from British University in Dubai, and a PhD in Strategy, Programme & Project Management from SKEMA Business School in France.
